Donna Ragucci



Donna Ragucci serves as Director for the U.S. Department of Treasury, Office of Small and Disadvantaged Business Utilization (OSDBU) and was appointed to the Senior Executive Service in March 2018. She is responsible for Treasury’s Small Business Programs that include mission, compliance, outreach, and training for a 15,000-member organization obligating over $9.0 billion annually with over $3.5 billion awarded to small businesses. Her office ensures compliance with the Small Business Act and meets statutory socio-economic small business prime and subcontracting goals. In her tenure, Ms. Ragucci received national recognition from the Service-Disabled Veteran-Owned Small Business Association, the U.S. Women’s Chamber of Commerce, U.S. Asia American, Native Hawaiian, and Pacific Islanders

Chamber of Commerce, and the National HUBZone Association. She served as a Senior Advisor of the White House Initiatives Group on HBCUs, championing the awareness of federal contracting opportunities for HBCUs, and currently serves on the White House Initiative Groups for Advancing Racial Equity in Federal Procurement and Advancing Equity to Asia Americans, Native Hawaiians, Pacific Islanders, promoting procurement opportunities to underserved businesses and communities. Ms. Ragucci instituted Treasury’s Small Business Innovation and Research Phase III Pilot program, incorporating advanced technologies offered by small businesses into Treasury’s IT modernization efforts. Ms. Ragucci is a lead advisor to Treasury’s Procurement Equity Council and Racial Equity Working Groups, ensuring small businesses have equitable procurement opportunities throughout Treasury. Ms. Ragucci recently served as chairperson for the 93-member Federal OSDBU Council that assists SBA with formulating small business policies and regulations through Congressional legislation.


Ms. Ragucci held numerous leadership and public trust positions during her more than 35 years with the federal government. She graduated from the Senior Service College in May 2015. Ms. Ragucci earned a Master’s Degree in Human Resource Management from Florida Institute of Technology and holds a Bachelor of Science Degree in Business from Athens State University. Ms. Ragucci is an adjunct professor at her alma mater Athens State University teaching her favorite business administration subjects to adult learners. Her awards include the Secretary of the Army Excellence in Contracting Award, Department of the Army Superior Civilian Service Award, Department of the Army Commander’s Award for Excellence, and three Department of the Army Achievement Medals for Civilian Service. Ms. Ragucci is a member of

the prestigious Acquisition Corps. She holds federal certification Level III in Contracting, Level II in Purchasing, and Level II in Program Management.
