Mary McKinzie
Mary McKinzie has over 29 years of Federal Service with 21 of those years of experience in contracting. Mary graduated with a Bachelor of Arts Degree in Communications (Broadcast Production) from North Carolina A&T State University in 1989 and a Master of Business Administration in Criminal Justice Administration from Trident University International (formally Touro University International) in 2003.
Mary has been with the IRS for 13 years working in the Procurement Small Business Office as a Procurement Analyst/Small Business Specialist. Mary’s background includes knowledge of a wide range of acquisition laws, policies, and regulations. She has worked closely with small business staff at various offices within the Department of Defense as a Contract Administrator, Contract Specialist and Senior Contracting Officer. At the Department of Homeland Security, Mary served as a Senior Contracting Officer. She obtained Acquisition DAWIA Level III and FAC-C Level III Certification. Mary has received extensive training in Small Business programs.
Her responsibilities consist of facilitating the accurate reporting of small business awards and small business subcontracting awards as entered in the Federal Procurement Data Systems – Next Generation along with advising and supporting procurement and program office personnel in finding small business opportunities. Mary also conducts meetings with industry addressing how to navigate the Federal Procurement arena at the IRS. Mary has been aiding the IRS in meeting the Treasury-wide small business and subcontracting goals.
